Although for a long time the civil and political rights enjoyed priority over the social and cultural rights, today in a globalized world, this hierarchy of rights has been gradually changing. It is much more clear that current economic changes, market oriented economic policies, unregulated globalization as well as the realization of the interdependence and invisibility of all human rights make this shift necessary. The rights to education, cultural development, the participation to the cultural life, health, housing, adequate food, work, equal rights for men and women, which are some of those social and cultural rights, began to be much more emphasized as the counter force in front of the negative impacts of globalization. The Global Marshall Plan Initiative, as advocate of an Eco-Social Market Economy, lobbys for the upgrading of social and cultural rights in this respect.
